This is a scenario is that not unlikely. It seems that many other diseases also follow such a cycle. Could it be due to the established fact that micro-organisms such as bacteria and virus mutate very quickly?

The fact that Dengue has a host vector, i.e. mosquito complicates the matter. This is because the vector may also develop structural changes in its behaviour that may increase its chances of survival. One of the critical findings in the 2005 outbreak was that the mosquito was able to fly higher and further compared to the last known research a few years ago.
